In Acts 2:16, we have a scriptural explanation to the first occurrence of people speaking in otter tongues. Actually this entire chapter answers the majority of questions on the subject of tongues. The first occurrence of people being filled with the Holy Ghost caused a great commotion. People were asking, “What is this? What does it mean?” Peter stood up and gave them an answer: “But this is that which was spoken by the prophet Joel; And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams.”
