In 1 Corinthians 12, the topic was PUBLIC MINISTRY! Not every believer is equipped by God to publicly minister in diverse kinds of tongues. and not every believer is equipped by God to interpret tongues given in public services. In the same context we can see that not every believer is an apostle or prophet or teacher. Therefore, being filled with the Holy Ghost with the evidence of speaking in other tongues has absolutely nothing to do with these Scriptures in context.
